This study provides a comprehensive assessment of the conservation status of the Historic Areas of Istanbul through a systematic content analysis of the decisions adopted by the UNESCO World Heritage Committee between the property's inscription in 1985 and the year 2025. The assessment is situated within UNESCO's institutional legacy of more than five decades, the paradigm shifts in international conservation theory, and the structural transformations observed in the operational modalities of the World Heritage programme. The examination of the 27 decisions pertaining to Istanbul demonstrates that the Committee's monitoring and intervention priorities are articulated across seven thematic domains: conservation and management planning; conservation and restoration interventions; mega-projects and urban renewal processes; large-scale transportation and infrastructure developments; risk parameters associated with potential inscription on the List of World Heritage in Danger; monitoring reports, heritage impact assessments, and Outstanding Universal Value; and capacity-building and financial assistance mechanisms. The temporal pattern of these themes identifies 2004 and 2012 as critical institutional turning points, informing the periodisation of 1985-2003, 2004-2012, and 2013-2025. These periodic analyses indicate that ensuring effective and sustainable conservation requires strengthening the governance capacity of the management plan, applying impact assessments with methodological rigour, prioritising heritage values in the evaluation of large-scale projects, and adhering strictly to the international normative frameworks guiding conservation practice.
