Özet

Performance metrics play a crucial role in evaluating NGOs and minimizing the adverse impacts incurred during times of disaster. Turkiye is one of the countries where catastrophic disasters occur, especially earthquakes, which can sometimes result in tens of thousands of deaths. This study aims to investigate the impact of disaster victims' expectations and NGOs' activities on the disaster management process in Turkiye. In this context, the Decomposed Fuzzy Analytic Hierarchy Process (DF-AHP) integrated Quality Function Deployment (QFD) methodology is employed to analyze the disaster management process in Turkiye. To date, there has been no research in the existing literature that has extended QFD to incorporate the significance of individuals' expectations in disaster processes as determined by DF-AHP, considering linguistic uncertainties from both optimistic and pessimistic points of view. The findings indicate that the most crucial technical property is Clarity of the organizational structure & awareness of responsibilities. This research introduces a pragmatic and efficient methodology aimed at enhancing the efficacy of disaster management procedures within NGOs. Its findings can serve as a benchmark for diverse sectors. Moreover, the outcomes of this study can offer valuable insights for the advancement of post-disaster operations in Turkey's NGO sector.
