ABSTRACT In order to analyse the data some statistical tecniques were used/applied. These are arithmethical average (mean), t-test, and one - way ANOVA. The findings/results of this research have been illustrated and interpreted as tables. The results of the research can be summarized like this; Education Consultans, Attaches, and Vice Attaches; "sometimes" face problems to get feedback from the related positions for the suggestions that they have made to carry out their duty better (X =2,6410), and the assurance of the books, materials and other kinds of sources ( X =3,0769). And they "never" face problems at making trustworthy exams in their region (X =1,2821) at administrational services field. "usually" face problems at the qualifiedness of the orientation education that the teachers have got before they had started work (X =3,4103). And they "never" face problems at giving penalties to the other managers or teachers in their region (X =1,1538) at human resources services field. "usually" face problems at the development of the materials by The Ministry of National Education for every subject that the Turkish students can use at every level (X =3,5897). And they "never" face problems at carrying out the equality processes of the Turkish students which have gone to their region (X =1,7436), and preparing the schedule of the schools and the other institutions (X =1,7436) at educational and instructional services field. "sometimes" face problems at providing the necessary technical equipments in order to carry out the research, planning, and statistical events (X =2,8462), having adequate hardwares, and computers in order to carry out the research, planning, and statistical events (X =2,9744), and providing possibilities for teachers (X =3,2821), and students (X =2,6410) to use the systems of knowledge, and communication. And they "never" face problems at making plans in order to carry out the services about the Education Consultancy (X =1,6410) at research, planning, and statistical services field. And they "never" face problems at making inspection and supervision of the other managers and teachers ( X =1,7949) at supervision, investigation, and guidance services field. According to the variable of having worked at an administrative position or not. It has been figured out that the ones that have worked at an administrative position face less problems than the ones haven't been at an administrative position before. However, on the other 4 fields, the opinions of the Education Consultants, Attaches, and Vice Attaches are in the same direction According to the sex variable, It has been figured out that men face less problems at the administrational services field than women. However, on the other 4 fields, the opinions of the Education Consultants, Attaches, and Vice Attaches are in the same direction According to the educational level (bachelor's degree, and post-graduate), position variable (Education Consultants, Attaches, and Vice Attaches), inservice training (the number of inservice trainings that they have got), and seniority variables, It has been figured out that the opinions of the Education Consultants, Attaches, and Vice Attaches at every field are in the same direction. From the answers that are given for the questions of the questionnarie; We can understand that the main problems of the Education Consultants, who work for the Ministry of National Education of the Turkish Republic, are inadequate books, materials, tools, and tecnical euipment. Also there are problems with the producion and the development of educational materials which are expected from the Ministry of National Educaion.
